When an important Federation/Romulan conference is bombed on Earth, security cameras reveal that a Changeling was in the room -- which means the Dominion have arrived! Sisko (Avery Brooks) and Odo (Rene Auberjonois) are summoned to San Francisco to advise Starfleet on the Dominion's infiltration tactics. Once there, Sisko is made the acting head of Starfleet Security. With Odo's help, he convinces the Federation president to authorize stringent security measures.
