When the U.S.S. Fleming, a medical transport, disappears in an area which poses a hazard to warp-driven vessels, the Enterprise arrives on the scene to investigate. After confronting a Ferengi ship that was spotted in the area, the crew traces the Fleming to a debris field where they encounter a small object that emits a verteron pulse which disables their subspace systems. Moments later, two aliens board the Enterprise and reveal that they have been disabling ships in the area in an effort to get Starfleet to investigate. According to their research, the use of warp drives in the area is decimating their planet and may be destroying the very fabric of space.
