"Water" stars Michael Caine at his comedic best as the governor of the Island of Cascara. It's a sleepy little dot in the Caribbean that's turned upside down when an American oil company accidentally strikes it rich by discovering sparkling pure mineral water. But instead of creating a new era of prosperity on Cascara, the island gets overrun by bureaucrats, mercenaries, revolutionaries, and a gorgeous ecologist (Valerie Perrine).
