Trigger Happy is a special Legendary variant of Trigger Happy appearing in Spyros Adventure. He has four other variants: Trigger Happy (Spyros Adventure), Trigger Happy Series 2 (Giants), Big Bang Trigger Happy (Swap Force), and Springtime Big Bang Trigger Happy (Swap Force). Legendary Trigger Happy is a Toys R Us exclusive character and was released as an individual character in Wave 4 for Spyros Adventure. He is no longer found in stores so your best bet to picking him up would be used or through resellers.
