Hope stars as Jim Taylor, a partner in the Louisiana Purchasing Company, who becomes the target of a Senate investigation when he is framed by his associates, who are bribing public officials. The chief investigator is Senator Oliver P. Loganberry, who is diligent in his attempts to pin the graft on Hope. Hope?s crooked compatriots convince him to frame the senator. While the story could be right out of the political news, the satire bites sharply, reaching its climax when Hope stages a filibuster on the legislature floor with all the style and panache of a determined Washington insider.
