Adjustable. This is like a choke chain but doesn't cut into his neck like a chain because it's softer material and about 1/2" wide. My fat chihuahua has a small head and gets progressively fatter as you head towards his body. He had figured out that he could back out of his collar and run away, the little brat. He's lost weight on walks in the past several months but the harness is too uncomfortable for him, the choke chain wasn't a good solution, and this is perfect. Excellent price. (Toy size is available in store. )
